COA, RETC & LAU frequently asked questions

The Cédula de Operación Anual is the annual report of emissions, waste and transfers. Federal-jurisdiction sources, large hazardous-waste generators and facilities that discharge into national waters file it; Baja California also has a state COA for establishments under state and municipal jurisdiction. We determine whether your plant is obligated and at which level.

The federal COA is filed from March 1 to June 30 each year, reporting the previous year; Baja California's state COA has its own window, worth confirming with the state environment ministry (SMADS). Part of the deliverable is a calendar with your exact dates.

We assess the situation and regularize by filing what's applicable. Getting ahead of a requirement letter always gives you better options.

It depends on the industry and processes: certain industries are federal by law and the rest usually fall to the state. It's one of the first things we determine in the assessment.
